(2) Basic principles

(3) Work objectives

Focusing on steel, coal, cement, electrolytic aluminum, flat glass and other industries, through the improvement of comprehensive standards system, strict normalization of law enforcement and implementation of mandatory standards, a number of energy consumption, environmental protection, safety, technology can not meet standards and production Unqualified products or eliminated production capacity (above is backward production capacity), shut down according to regulations, overcapacity conflicts have been alleviated, industrial structure continued to optimize and upgrade; through the implementation of departmental linkages and local responsibilities, build multi-standard, multi-sector, and more Channels work together to advance the work pattern.

Industry: First, continue to pay attention to shutting down the local strip steel enterprises, to ensure that the strip steel can not be revived; second, eliminate the production line or equipment of backward production capacity as stipulated in the Industrial Structure Adjustment Guidance Catalogue (2011) (2013 Revision); Eliminate production lines or equipment that have been eliminated due to energy consumption, environmental protection, quality, and safety failure.

Coal industry: (The specific plan is separately formulated by the provincial energy and coal authorities).

Cement industry: First, resolutely eliminate the outdated production lines and equipments identified in the “Emergency Notice on Conducting Product Overcapacity Checks”; secondly, eliminate production lines or equipment that have been eliminated due to energy consumption, environmental protection, quality, and safety.

Electrolytic aluminum and flat glass industry: Eliminate production lines or equipment that have been eliminated due to energy consumption, environmental protection, quality, and safety.

Second, the main task

(1) Energy consumption. Strict implementation of the energy conservation law, the production capacity that does not meet the mandatory energy consumption limit standard requirements shall be rectified within 6 months; if it is necessary to extend the rectification period, an application for extension of not more than 3 months may be filed; If the rectification is still not up to standard, it shall be closed down according to law. (2) Environmental protection. Strictly implement environmental protection laws and regulations, and restrict the production of production, stop production and rectification for enterprises that exceed the standard or exceed the total discharge of major pollutants and laws and regulations related to solid waste management; A hopeless enterprise is approved by the people's government with approval authority and ordered to close down and close. (3) Quality aspects. Strictly implement the product quality law, and investigate and punish and rectify the production capacity of relevant products whose quality does not meet the mandatory standards. (4) Security aspects. Strictly implement the "Safety Production Law of the People's Republic of China" and the "Regulations on the Safety of Production in Gansu Province". If the rectification still does not have the conditions for safe production, the relevant department of the relevant industry shall submit a request to the local people's government to close it; the relevant department shall revoke its relevant license. (5) Technical aspects. (6) The production capacity is withdrawn. (7) Strengthening discipline and restraint. For enterprises that fail to complete the backward production capacity on time, relevant departments will incorporate relevant information into the province's credit information sharing platform, publish it on the credit Gansu website and other platforms, and push it to the national information sharing platform, in land supply, financial support, tax management, Production licenses, security licenses, bond issuance, financing grants, government procurement, bidding for public works construction projects, etc., and joint disciplinary and credit restrictions are implemented in accordance with the law.
